South Dakota Division of Banking
What does the Division of Banking do?
We are charged with the regulation and supervision of state chartered and licensed financial institutions, to maintain stability and public confidence in state chartered institutions and to protect public interests.

We promote the safety and soundness of state chartered financial institutions by identifying, monitoring and addressing risks to those institutions.

Who supervises the Division of Banking?
The Division of Banking is administered under the direction of the Department of Revenue & Regulation. The Division is under the administrative control and supervision of the Director of Banking, Roger Novotny. In addition to the Director, the Governor appoints a Banking Commission consisting of five members. The Director of Banking is the executive officer of the Commission and complies with and enforces orders and directions of the Commission. The Commission is responsible to act on applications to organize a bank, change control, merge, change location, and establish or close branch banks. The Commission also acts on Rules necessary for the management and administration of banks over which it has jurisdiction.
